scsi: lpfc: PLOGI failures during NPIV testing

Local Reject/Invalid RPI errors seen during discovery.

Temporary RPI cleanup was occurring regardless of SLI rev. It's only
necessary on SLI-4.

Adjust the test for whether cleanup is necessary.
