thermal: Remove COMPILE_TEST for IMX_SC_THERMAL

i.MX SCU thermal driver depends on IMX_SCU which does NOT have
COMPILE_TEST enabled, so need to remove COMPILE_TEST for i.MX
SCU thermal as well.
