[NET]: rtnetlink -- ASSERT_RTNL and BUG_TRAP.

Change ASSERT_RTNL and BUG_TRAP
- unlikely to occur
- tag message as error
- dump_stack in ASSERT_RTNL to aide finding code path
- make all format's which a smart compiler can optimize
