geneve: avoid using stale geneve socket.

This patch is similar to earlier vxlan patch.
Geneve device close operation frees geneve socket. This
operation can race with geneve-xmit function which
dereferences geneve socket. Following patch uses RCU
mechanism to avoid this situation.
