Fix ni_labpc.c to build when CONFIG_ISA_DMA_API is not enabled. This is a driver that supports both ISA and PCI devices. It now builds when for PCI-only support or for both ISA and PCI device support. (It does not support ISA-only without PCI.) driver_name and board_name are pointers to strings, not buffers of size COMEDI_NAMELEN. Copying COMEDI_NAMELEN bytes of a string containing less than COMEDI_NAMELEN-1 bytes would leak some unrelated bytes. The transmit slots were manipulated without proper locking. Fix this bug by making the variable tracking the transmit slots atomic. On some loaded windows hosts, we have discovered that the host may not respond to guest requests within the specified time (one second) as evidenced by the guest timing out.
