Bug#36469 mysql_upgrade does not use --tmpdir

client/mysql_upgrade.c:
  Add --tmpdir option to mysql_upgrade and use it when creating temporary files.
mysql-test/mysql-test-run.pl:
  Pass --tmpdir to mysql_upgrade
