This new property will not be available until we upgrade
erp5_property_sheets, so we have to use a backword compatible accessor.

Assumes nodes will not be named after other node's network address.

Allows giving more compact and user-meaningful names if desired.
If used, makes in-ZODB data (processing/validation roles) independent
from process' network binding, removing the need to re-configure
CMFActivity after changing network.
Also, update AlarmTool usage of getCurrentNode (and related).
Also, replace AlarmTool's manageAlarmNode input field with a select for
convenience.

Anyway manage_setAlarmNode can be refactored to avoid urllib usage.

Also move some common code from AlarmTool to a new TimerServiceMixin.

zope.site.hooks.setSite is always called too late to be usable and it became
a nightmare to make getSite working early enough.

This fixes portal creation on Zope 2.12, which was broken since r38613.

Remove the need to resolve hostname to determine node identifier when http server explicitely listens on a non-wilcard address.

Acquire tick lock in non-blocking mode, similarly to CMFActivity/ActivityTool.py: this allows a process_timer call to return quickly when previous tick is still processing. This prevents portal_alarms from using threads to just wait for one tic call to complete.

Setting the alarm node from ZMI with an empty value will effectively disable alarm processing, instead of making each and every node in a cluster an alarm node (only one node can be an alarm node).
