Add getter for MAX_COMMAND_FREQUENCY

Update API to be compatible with multicopters too:

• add isReadyToFly function
• rename triggerParachute into land

Use constants for access position and speed array indexes.

Implement all functions required to be used by qjs-wrapper v2.0.
