We only require the shellscript named compressdoc but have been
downloading a 1.9M archive and then copying the file into our bin
directory.

This changes the behavior to download the one file that we need via
Github's raw user content service.

It also simplifies the installation to a single line using the install
command.

Add nping from the nmap suite - a network diagnostic tool.

Fix conflicting configure options

Both --enable-static and --disable-static were being passed to the configure script.

In addition to fixing this the following improvements were also made:

- sort dependencies alphabetically
- add readline support
- abstract prefix and libdir using constants
- fix quoting

This is a bugfix and maintenance release.

In addition to updating the package I've also:

- added an explicit --prefix
- disabled debug and other options useful for curl devs specifically
- reordered package dependencies to be alphabetical
