Add pre-built binaries for bacon, cpustat, powerstat and smemstat

In addition to updating the package, building from source now works on
aarch64-based Chromebooks.

Tested on Samsung Chromebook Plus v1.

This replaces the hardcoded sha384 checksum for the installer to use the
sha384 checksum provided by the upstream project. Their packaging
guidelines recommend this as the preferred way of validating the
integrity of the installer. This removes the need to constantly update
our package when they make changes to the installer.

This is a 6.1-compatible release and everything seems to work properly
whether using existing binaries for packages that depend on this or when
building new ones from source.
