erp5 web monitoring business templates have been moved to slapos.core repository where they can properly depend on slapos_cloud business template.

This removes:
- bt5/erp5_web_monitoring/
- bt5/erp5_web_monitoring_ui_test/
* Updates tests/__init__.py
