BT: do not export Owner role
I believe Owner local role should not managed as LocalRolesTemplateItem because:
- Ownership of object is set to the user installing business template, so Ownership and Owner local roles might be inconsistent.
- Owner role will be reset when calling
updateLocalRolesOnSecurityGroups, which generates useless diffs.
