This splits up the merge request resolver into a single form and a
plural form, with different arguments and purposes.

The single form supports a single required argument: `iid`

The plural form is meant for search and filtering and supports:

- source_branches (implicit any)
- target_branches (implicit any)
- labels (implicit all)
- state (only one state at a time)
