When status of downstream pipeline is updated, the upstream cache
is not updated.

In this commit;
- Removed "cachable?" check
- Moved from EE to CE and refactored upstream/downstream pipeline
cache expiration
- Implement calling ExpirePipelineCacheWorker from ExpireJobCacheWorker
