Interpolate metric queries

Use yml for sample metric output to easily convert hash

Create a file for each metric

Replace metrics endpoint if using sample data

Need to create sample_metrics directory to run test

Moveing logic out of the controller

Insert live endpoint

Add specs for SampleMetricsService

Cleaning up controller specs

Return 404 instead of 500 when file is not found
