Enhance `rake rubocop:todo:generate` to split TODOs into separate files

Use `rake rubocop:todo:generate` to re-generate all RuboCop TODOs.

Use `rake 'rubocop:todo:generate[Cop/Name,...]'` to re-generate TODOs
