Make `ci_structure.sql` to be equal

This moves the `ci_structure.sql` to
be equal to `structure.sql`
as it is easier to manage.

This also re-uses schema_migrations (due to common
structure).

This temporarily re-uses `db/ci_migrate`
before we fix `GDK`
