Remove `gitlab-rake gitlab:setup` from HA init docs

Omnibus GitLab automatically runs `gitlab-rake gitlab:db:configure` to
set up the database. Running `gitlab-rake gitlab:setup` often does not
work because it requires Gitaly to be started.
