Remove sec_dependency_scanning_ui_enable Feature Flag

This commit solves: https://gitlab.com/gitlab-org/gitlab/-/issues/326005
It removes the sec_dependency_scanning_ui_enable Feature Flag
which was enabled by default in 14.1
