Add cluster token create mutation for GraphQl

Add GraphQl Clusters::AgentToken create mutation
Add GraphQl Clusters::AgentTokenType
Add Clusters::AgentToken::CreateService
Add Clusters::AgentTokenPolicy
Add associated tests
