doc: Remove section on FIPS workaround for frontend assets

Thanks to https://gitlab.com/gitlab-org/gitlab/-/merge_requests/78581,
Webpack no longer attempts to use MD4 or MD5 hashes. The GDK can be
used without this static asset compilation workaround. Tested on a
FIPS-enabled, RedHat Enterprise Linux (RHEL) 8 system.

Until this is resolved, working on frontend issues is not feasible. We can still
