This is a fix for a regression that was introduced during the final
cycle of a review for a previous MR (linked below). The regression was
that the experiment variant was no longer occuring in a subcomponent.

This MR backfills a test to ensure that the experiment is experienced
in the subcomponent by decorating data before it's passed down.

The @ autocomplete sort did not maintain participant
priority due to different browsers calling Array `sort`
methods slightly differently. Here we use lodash's
`sortBy` function which is a stable sort, and has the
added benefit of simplifying our logic

This removes projects/ci/pipeline_editor_helper_spec.rb as it is
redundant with the specs in ci/pipeline_editor_helper_spec.rb.

Move to btn-confirm from btn-success in licenses directory
