* Move the logic to create the gitlab-instance-administrators group into

I'm using this merge request to demonstrate how creating tests
based on our style guide can help identify points of cleanup in
existing documents. I didn't edit everything I wanted to, but stuck
to two types of tasks:

- areas of inconsistent line wrapping
- items identified by Vale tests
