This is a follow-up to [removing most no-op default exports][1]. In that
MR, the "most" was due to the fact that a couple of files were still
participating in Karma tests.

Since it turns out that no Karma tests rely on `babel-plugin-rewire`,
that could be removed, allowing the final two instances of workarounds
for it to be removed as well.

Finally, the `spyOnDependency` helper was removed, since it's unused.

Fix(eslint): remove *.json from ignore

This MR is an attempt at MVC.

This MR hooks up the form validations
and PUT actions.  With this change,
it fully replaces the existing
functionality of the Rails/HAML form.

Following this form we can delete the legacy code
and remove the need of a feature flag.

Currenlty in the UI we are hard-coding query
files for Geo Replicables.

This change replaces that file system with a function
that interpolates the replicable name into
the graphql query.

This way any new data types will automatically be
able to fetch its data without any additional code.

This allows us to lint our .gitlab-ci.yml file and other yaml
files in general

Updates all gl-toggle instances that use outdated attributes.

tribute component was added to the Issues description, note
and comment textareas

Bumped the dependency version of ToastUI

Update toast UI so customHTMLRenderer option
actually works. Implement initial kramdown parse
and replace with an uneditable node. Additionally
account for customHTMLRenderers vs. defaults.
