- Added new compound unique key for lfs_file_locks
- Improved uniqueness validation for creation of locks.
- Added authorization checks for Lock and Unlock services
- Improve description in controler specs

Some migration of code from EE was required given it was not possible to
validate the `Commit` object from CE.

All the endpoints required for Git LFS 2.3.4 have been implemented,

Pagination has not been added given it's optional and Kaminari doesn't
support cursor based pagination yet.
