This commit creates a new .vale.py file in the root folder. It breaks Vale's output apart into multiple lines, making it easier to read the output. It also adds a new line that links back to the style guide, explaining how to fix the error.

14 days after a merge request gets closed/merged, its HEAD ref will be deleted and moved as a `keep-around` ref (if not yet added). This is to ensure that the commit won't be deleted when GC runs and still being able to reduce the number of advertised refs on git push/pull.

- Having the name of the feature be "JUnit test reports" can cause confusion over what type of support this feature has. While it requires the JUnit format, many different languages support that format. For a non-GitLab user this could lead away from investigating a feature that might work well for them, just because their primary use case does not involve Java.

Originally we called the feature Issues Analytics. The plural form felt a bit awkward. We recently introduced Merge Request Analytics, where the singular form felt more natural and also conflicted with Issues Analytics. So this re-names Issues Analytics (plural) as Issue Analytics (singular).
