Change label of button "Create Pipeline" to "Run Pipeline"

Button at projects/pipelines/new was 'Create pipeline' and was
changed to 'Run Pipeline'

It's not necessary to include subgroups. The generated query will
retrieve registries for the namespaces and their descendants.

The ability to purchase extra CI minutes is only available for
Namespaces with a paid plan for now. In order to avoid confusion
we should hide this button when the Namespace is using a Free plan.

We were using the PORO to group a bunch of static methods,
and we never instantiate it, so a query builder makes much
more sense in this context.
