Revealed via `REVEAL_RUBOCOP_TODO`.

This changes the name of Gitlab::Database::SetAll to
Gitlab::Database::BulkUpdate, which is a more accurate name.

This helps write queries that use CTE's to update several rows at once,
setting arbitrary columns to arbitrary values.
