Update the Phoenix/Elixir tutorial

This update fixes both a number of grammar and
stylistic issues, as well as bringing the tutorial
up to date.

It now makes use of the latest elixir image, adds
rebar support and has images that showcase the
latest UI.

This change moves the feature
“Allow admins to disable users ability to change name”
to EE Premium and above

This change reverts the added behviour where an image
would default to 100% width and be allowed to
overflow vertically.

Reverted because of the additional UX complexities
identified during review.

Instead of a "no-overflow" implementation,
designs can now safely overflow vertically, and the user
is able to scroll to explore the image vertically

I'm using this merge request to demonstrate how creating tests
based on our style guide can help identify points of cleanup in
existing documents. I didn't edit everything I wanted to, but stuck
to two types of tasks:

- areas of inconsistent line wrapping
- items identified by Vale tests
