tg3: PTP - Add the hardware timestamp ioctl

This patch implements the SIOCSHWTSTAMP ioctl as described in
Documentation/networking/timestamping.txt

[Removed HWTSTAMP_FILTER_ALL handling by returning -ERANGE based on input
 from Richard Cochran.]
