qlcnic: Do not disable SR-IOV when VFs are assigned to VMs

o While disabling SR-IOV when VFs are assigned to VMs causes host crash
  so return -EPERM when user request to disable SR-IOV using pci sysfs in
  case of VFs are assigned to VMs.
