x86/fpu: Factor out fpu__init_cpu_generic()

Factor out the generic bits from fpu__init_cpu(), to create
a flat sequence of per CPU initialization function calls:

	fpu__init_cpu_generic();
	fpu__init_cpu_xstate();
	fpu__init_cpu_ctx_switch();
