[PATCH] Fix for CONFIG_VIDEO_DEV=y

  The #ifdef MODULE is just wrong, but both #ifdef/#endif's can be
  deleted as the code is surround by a wider #ifdef
  CONFIG_VIDEO_PROC_FS/#endif.
