[MTD] remove code associated with !CONFIG_PPC_MERGE

Now that arch/ppc is gone we don't need CONFIG_PPC_MERGE anymore
remove the dead code associated with !CONFIG_PPC_MERGE.

The mtd maps should be using the OF based mechanism.
