qlcnic: Add mac learning support to SR-IOV VF.

o SR-IOV VF can be uplinked to bridge/macvtap device.
  Enable mac learning to support communication through
  embedded switch.
o Learn vlan filters based on QLCNIC_VLAN_FILTERING flag.
