staging: comedi: ni_660x: tidy up ni_gpct_{write, read}_register()

Rename these functions so they have namespace associated with the
driver.

Fix the checkpatch.pl issues:

WARNING: Prefer 'unsigned int' to bare use of 'unsigned'
