There are a mix of function prototypes with and without extern in the kernel sources. Standardize on not using extern for function prototypes. Function prototypes don't need to be written with extern. extern is assumed by the compiler. Its use is as unnecessary as using auto to declare automatic/local variables in a block. HTB already can deal with 64bit rates, we only have to add two new attributes so that tc can use them to break the current 32bit ABI barrier. Add an extra u64 rate parameter to psched_ratecfg_precompute() so that some qdisc can opt-in for 64bit rates in the future, to overcome the ~34 Gbits limit. psched_ratecfg_getrate() reports a legacy structure to tc utility, so if actual rate is above the 32bit rate field, cap it to the 34Gbit limit.
