Simplify rubygems version handling
- Clarify version choice by regouping it in
_get_rubygems_url_and_versionmethod - Clean up location directory before any installation operation
- Check url and version options are not both in options
- Ensure cast to int of 2 digits major version works
- Fix hardcoded ruby version
