* Add portal_assignment_base_category_list site property.

* Use getPortalAssignmentBaseCategoryList() in Person_updateUserSecurityGroup to get the list of base categories used on assignments to create security groups.
* Bypass Person_updateUserSecurityGroup if PAS is used.
