SQLCatalog_deferFullTextIndex: Spawn on SQLDict

To benefit from activity deduplication.
This may also improve same-processing-node behaviour when
SQLDict is crowded while SQLQueue is not, making these activities
behaviour more consistent with non-fulltext catalog indexation activities.
