ERP5 tests currently don't load ZCML and some CMFCore z3 style interfaces are declared on ZCML only, which means some interface imports fail on test setups alone. This temporary commit makes tests run again while we figure out how to enable zcml loading on ERP5 tests (approved by jm)

in CMF2.x some tools stop being action providers. Don't try to remove actions from them (approved by jm with caveat that we will have to find out where these actions went)

remove python-2.3 compatibility code because we no longer support python-2.3 and encodestring() is b64encode not b16encode.

convert object_id to str. In this way, line uid will not be unicode, and can be concatenate with others ascii words (like it is in Products/Formulator/Widget.py l. 856)

* differenciate MemcachedDict for different ERP5 instances by using SharedDict instead of MemcachedDict just same as portal_memcached.getMemcachedDict().
* since encoding key is done in MemcachedTool level, there is no need to do the similar thing in DistributedRamCache level.
* stop diffentiate caches by cache plugin url, because it makes the key too long and it still cannot prevent cache duplication when a user modifies the configuration of cache plugins.

* use Quoted Printable encode instead of 'removing invalid characters' to encode keys for memcached.
* add a global prefix that makes it possible to share the same memcached with different ERP5 instances.
