Split the ``z3c.recipe.compattest`` configuration out into a new file,

 o New file, ``compat.cfg``, allows doing the full compatibility testing
   without adding the extra dependencies while doing standard unit tests.

Stripped out bogus develop eggs from ``buildout.cfg``.
