Currently translated at 98.3% (770 of 783)

- merge different cycles into one
- perform creating during run
- perform cleanup at once

- now fires when translation state changes
- or when the string is new
- it might have been already present elsewhere, requiring
  consistency checks (issue #246)

This is currently untested as the service is down for few days.
