CMFActivity: Allow to disable/enable mail notification
Allow user disable/enable email notification from activity failures.
During maintainance, upgrades or debugging sections, it can emit an unnecessary number of email, causing spam w/o reasons.
This MR allow the administrator, this particular notification w/o prevent the site to send other types of emails.
