In the admin guide, there was a reference to disabling a container
registry on a per-project basis. This has been updated to cross-link to
the user guide - specifically to the relevant section.

Deal with spelling issues in multiple ways. Add some words to the
spelling exceptions list. Fix misspellings. Turn off spellchecking on
things that shouldn't be in the exceptions list, but we also can't
remove.

The configuration instructions for configuring external container
registries only implicitly notes that the external registry service
must be configured to use GitLab's JWT authentication endpoints.

These changes add explicit notes on what the external registry
configuration for `auth` should look like, and the image naming
limitations one will run into if it is not configured.

use only two alerts (note, warning), and eliminate any bold text
coming after the icon.

This changes CAUTION to WARNING and eliminates any
**Warning:**/**Caution:** text that comes after them.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.
