Draft: playbook: Implement Theia and Nested SlapOS Master standalone

• Update software releases for SlapOS Master and Wendelin
• Drop webrunner and replace it with Theia
• Include a nested SlapOS Master (SlapOS Master inside theia)
• Turn frontend and startup playbook optional (So we can reuse standalone on other scenarios)
